CPI vs WPI: Complete Comparison for Exams

CPI and WPI are two important measures of price movements in India. Both are commonly discussed as inflation indicators, but they measure prices at different stages and use different baskets, weights and methodologies.

Fastest memory:

CPI → Consumer level

WPI → Wholesale level

What Is a Price Index?

A price index measures how the prices of a selected basket of goods or services change over time.

Instead of tracking only one product, an index combines many items using specified weights.

How to Think About a Price Index

Select a representative basket
↓
Assign weights to different items
↓
Observe price changes
↓
Combine them into an index
↓
Compare the index across periods

What Is CPI?

CPI stands for Consumer Price Index.

It measures changes in retail prices faced by consumers for a defined basket of goods and services.

Memory:
CPI → Consumer → Retail prices

Who Compiles CPI in India?

India’s official Consumer Price Index statistics are compiled by the National Statistical Office under the Ministry of Statistics and Programme Implementation.

Exam recall:
CPI → NSO → MoSPI

What Does the CPI Basket Represent?

The CPI basket is designed to represent categories of expenditure relevant to households according to the applicable statistical methodology.

Broad categories can include areas such as:

Food and beverages
Clothing and footwear
Housing
Fuel and light
Health
Education
Transport and communication
Other household consumption categories

The exact classification and weights should always be checked against the current official CPI methodology.

What Is WPI?

WPI stands for Wholesale Price Index.

It measures changes in prices of a specified basket of goods at the wholesale or producer-related level according to its methodology.

Memory:
WPI → Wholesale → Goods

Who Publishes WPI in India?

India’s WPI is released by the Office of the Economic Adviser in the Department for Promotion of Industry and Internal Trade under the Ministry of Commerce and Industry.

Exam recall:
WPI → Office of Economic Adviser → DPIIT → Ministry of Commerce and Industry

CPI vs WPI: Core Difference

CPI

Full form: Consumer Price Index

Focus: Consumer-level prices

Includes: Goods and services in its consumer basket

Compiled by: NSO

WPI

Full form: Wholesale Price Index

Focus: Wholesale price movements

Focus of basket: Goods

Released by: Office of Economic Adviser

Most important exam distinction:

CPI includes consumer services in its basket.

India’s WPI primarily tracks goods rather than consumer services.

Why Can CPI and WPI Inflation Differ?

CPI and WPI do not contain identical items with identical weights. They also observe prices at different stages of the economy.

Therefore, CPI inflation and WPI inflation can move differently.

Why the Numbers Differ

Different baskets
+
Different weights
+
Different price levels
+
Services included differently
=
CPI and WPI inflation need not be equal

What Is Weight in an Index?

Not every item has the same importance in a price index.

A weight represents the relative importance assigned to an item or group within the index.

Simple example:

If households spend much more on food than on pens, a representative consumer index should not automatically give both categories equal importance.

Why Food Prices Matter to CPI

Food has significant importance in India’s consumer-price basket. Therefore, changes in food prices can materially influence headline CPI inflation.

This is one reason food-price developments receive considerable attention in discussions of Indian inflation.

WPI Broad Groups

The WPI basket is organised into broad groups under the applicable official series.

These broadly include:

Primary Articles

Includes specified primary commodities.

Fuel and Power

Tracks specified energy-related items.

Manufactured Products

Represents a large range of manufactured goods.

Quick WPI memory:
Primary Articles → Fuel & Power → Manufactured Products

Does WPI Include Services?

India’s WPI is essentially a goods-based wholesale price index and does not provide a broad measure of service-price inflation.

Common exam question:
Which index includes services more directly in measuring consumer inflation?

CPI.

Which Index Does RBI Use for Inflation Targeting?

India’s monetary-policy inflation target is defined in terms of CPI inflation.

Memory:
RBI inflation-targeting framework → CPI

This makes CPI especially important when reading Monetary Policy Committee decisions.

Why Not Simply Use WPI for Monetary Policy?

CPI is more closely connected with the prices faced by households and includes consumer services, making it important for measuring retail inflation.

WPI remains useful for understanding wholesale price developments and price pressures in goods.

Do not think:
“CPI is useful, therefore WPI is useless.”

They provide different information.

What Is a Base Year?

A price index needs a reference period against which later price movements can be compared.

This reference is commonly called the base year.

Concept:
Base period → Reference point for index comparison

Base years and index methodologies are periodically revised so that the basket and weights better reflect changes in the economy.

Exam caution:
Base years can change. For a question asking for the current base year, verify the latest official series rather than relying on an old book.

How Is Inflation Calculated From an Index?

A common year-on-year inflation calculation compares the current index with the corresponding index a year earlier.

Inflation Rate = (Current Index − Previous Comparable Index) ÷ Previous Comparable Index × 100

Example

Suppose the index was 180 in the previous comparable period and is 189 now.

(189 − 180) ÷ 180 × 100

= 9 ÷ 180 × 100

= 5%

Index Level vs Inflation Rate

This distinction is very important.

Index Level

Shows the price index value relative to its reference framework.

Inflation Rate

Shows how quickly the index is changing over the comparison period.

Exam trap:
An index value of 180 does not mean inflation is 180%.

Falling Inflation vs Falling Index

Suppose CPI inflation falls from 7% to 5%.

That does not necessarily mean the CPI index itself has fallen. It may simply mean that prices are increasing more slowly than before.

Inflation rate falling → Disinflation may be occurring

Price index falling persistently → Can indicate deflation

Headline CPI Inflation

Headline CPI inflation reflects price changes across the full applicable CPI basket.

It therefore includes categories that can sometimes experience sharp price movements, such as food or fuel-related components.

Core Inflation

Core inflation is intended to provide information about underlying inflation by excluding selected volatile components according to the definition used.

Important:
Core inflation is an analytical measure. Always check which components have been excluded when comparing different core-inflation series.

Can WPI Inflation Be Negative?

Yes.

If the relevant WPI level is lower than in the comparison period, the year-on-year WPI inflation rate can be negative.

This does not automatically mean that every retail price paid by consumers has fallen.

CPI and Your Personal Inflation

CPI represents a statistical basket for a population group. Your own spending pattern may differ from the basket.

For example, one household may spend heavily on education while another spends a larger proportion on food and transport.

Therefore:
Official CPI inflation and your personal cost increase need not be identical.

CPI, WPI and GDP Deflator

Another price measure encountered in economics is the GDP deflator.

CPI

Prices associated with a defined consumer basket.

WPI

Wholesale prices of goods in its defined basket.

GDP Deflator

A broad price measure associated with domestically produced final goods and services included in GDP.

Key Difference

They cover different sets of economic activity and therefore need not move together.

Why Are Imported Goods Treated Differently?

CPI can reflect imported consumer goods because consumers may buy them.

The GDP deflator, by contrast, relates to domestically produced output. This illustrates why different price indices answer different economic questions.
